            Application by Central Electric Cooperative, Inc. (Central) and Southeastern Electric Cooperative, Inc. (Southeastern) for approval of a Service Territory Exception Agreement. The exception is being requested to allow Southeastern to provide electric service to a well pump at a location within Central's electric service territory in the NE 1/4 of Section 12 of 103N - 57W of Edgerton Township Hanson County, South Dakota.

NATURAL GAS/ELECTRIC

GE09-001       In the Matter of the Filing by NorthWestern Corporation d/b/a NorthWestern Energy for Approval of its South Dakota Demand Side Management Plan.

           NorthWestern Corporation d/b/a NorthWestern Energy filed a petition with the Commission for approval of its SD Demand Side Management Plan. In its petition, NorthWestern Energy requests to implement new energy efficiency programs targeting electricity and natural gas customers. NorthWestern Energy also proposed to recover costs associated with the Plan via a monthly tracking mechanism that includes a financial incentive for the company.

ONE CALL COMPLAINT

OC09-009       In the Matter of the Complaint filed by Crooks Municipal Utilities, Crooks, South Dakota, against Kappas Fencing, Crooks, South Dakota.

            On October 5, 2009, Crooks Municipal Utilities filed a complaint against Kappas Fencing.  Crooks Municipal Utilities alleges the excavator began digging prior to the proper start time.  A line was hit and resulted in approximately $400 in damage.
