EL06-021        In the Matter of the Filing by NorthWestern Corporation d/b/a NorthWestern Energy for Approval of a Contract with Deviations with Redfield Ethanol Plant.   

Application by NorthWestern Energy for approval of a contract with deviation to serve Redfield Ethanol Plant. The proposed contract would offer a discount from Rate 34. NorthWestern is proposing to serve Redfield Ethanol Plant pursuant to SDCL49-34A-56 which is being considered by the Commission in Docket EL06-016.

TELECOMMUNICATIONS 

TC06-088        In the Matter of the Filing by Ymax Communications Corp. for Approval of its Intrastate Switched Access Tariff and for an Exemption from Developing Company Specific Cost-Based Switched Access Rates.  

On July 13, 2006, YMax Communications Inc. (YMax) filed a petition for exemptions or waivers from 1) Developing company-specific cost-based switched access rates; 2) Use of the formula in ASRD 20:10:27:12, so that YMax may mirror the Qwest Corporation tariffed access rates; 3) Calculation of billing and collection costs as set forth in ARSD 20:10:27:13; and 4) the requirement, as set forth in ARSD 20:10:27:07, that YMax file cost data in support of its switched access service tariff no less than once every three years.  YMax also petitioned for approval of its access services tariff.

TC06-089        In the Matter of the Filing for Approval of an Amendment to an Interconnection Agreement between Qwest Corporation and AT&T Communications of the Midwest, Inc.   

On July 13, 2006 the Commission received a filing for the approval of a Triennial Review Order and Triennial Review Remand Order Amendment Number 4 to the Interconnection Agreement between Qwest Corporation and AT&T Communications of the Midwest, Inc.  According to the parties, this Amendment changes or adds terms and conditions for certain UNEs.  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than August 2, 2006.  Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.

TC06-090        In the Matter of the Filing for Approval of a Type 2 Wireless Interconnection Agreement between Qwest Corporation and Long Lines Wireless, LLC.   

On July 14, 2006 the Commission received a filing for the approval of a Type 2 Wireless Interconnection Agreement between Qwest Corporation and Long Lines Wireless, LLC.  According to the parties, "This Interconnection Agreement sets forth the terms, conditions and pricing under which Qwest will offer and provide to any requesting WSP network Interconnection and Ancillary services. . . ."  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than August 3, 2006.  Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.

TC06-091        In the Matter of the Filing for Approval of a Reciprocal Transport and Termination Agreement between City of Brookings Municipal Telephone Department d/b/a Swiftel Communications and PrairieWave Black Hills, LLC. 

On July 19, 2006 the Commission received a filing for the approval of a Reciprocal Transportation Agreement between Brookings Municipal Utilities d/b/a Swiftel Communications and PrairieWave Black Hills, LLC.  According to the parties, Swiftel and PrairieWave Black Hills "have agreed to operate in accordance with the terms contained in the Reciprocal Compensation Agreement between Swiftel and Prairie Wave Telecommunications, Inc . . . dated January 7, 2004 and approved in TC04-005."  Any party wishing to comment on the Agreement may do so by filing written comments with the Commission and the parties to the Agreement no later than August 8, 2006.  Parties to the Agreement may file written responses to the comments no later than twenty days after the service of the initial comments.
