Chris Nelson is sworn into his second term as a South Dakota Public Utilities Commissioner on Jan. 3, 2017. South Dakota Supreme Court Chief Justice David Gilbertson administered the oath of office. Nelson’s wife, Penny, joined him for the swearing-in ceremony held at the State Capitol in Pierre.
