MINUTES OF THE AD HOC MEETING

Chairman Bob Sahr called the meeting to order. Also present were Vice Chairman Gary Hanson; Executive Director Pamela Bonrud; Deputy Executive Director Heather Forney; Commission Attorney Rolayne Ailts Wiest; Staff Attorney Karen Cremer; Staff Analyst Michele Farris; and Administrative Secretary Tina Douglas.

Also present was Bob Miller, South Dakota Electric Utility Companies.

Joining the meeting by telephone were Ron Globke, Southeastern Electric Cooperative, Inc.; and Ron Gogolin, NorthWestern Energy.

1. EL03-016 IN THE MATTER OF THE FILING FOR APPROVAL OF AN EXCEPTION TO SERVICE ON ASSIGNED AREAS BETWEEN NORTHWESTERN ENERGY AND SOUTHEASTERN ELECTRIC COOPERATIVE, INC. (Staff Analyst: Michele Farris, Staff Attorney: Karen Cremer)

Ron Gogolin, NorthWestern Energy, stated that NorthWestern Energy (NWE) has a line running on the north edge of the service area. Ron Globke, Southeastern Electric Cooperative, Inc. (Southeastern) stated that Southeastern would have to build about five miles of line to provide service to the customer. Southeastern asked for the exception because of this reason. Ms. Farris stated that Mr. Brian Herrboldt initiated the contact to have NWE provide service for the irrigation system. Both parties have agreed that the exception, which is specifically for irrigation services, will continue for the life of this irrigation service. Ms. Farris stated that this exception benefits all parties and recommended approval of the service rights exception.

Commissioner Hanson moved to approve the service rights exception between NorthWestern Energy and Southeastern Electric Cooperative, Inc. in EL03-016. Chairman Sahr seconded. Motion passed 2-0.
