South Dakota Public Utilities Commission Meeting

MINUTES OF THE COMMISSION MEETING

Chairman Jim Burg called the meeting to order. Also present were Commissioner Pam Nelson; Executive Director Debra Elofson; Assistant Executive Director Sue Cichos; Commission Advisor Greg Rislov; Commission Counsel Rolayne Wiest; Staff Attorney Karen Cremer; Transportation/Warehouse Director Bob Knadle; Inspector Chris Downs; Utility Analysts Heather Forney, Keith Senger, Mary Healy and Michele Farris; Summer Legal Intern Sarah Sharp; and Administrative Secretary Mary Giddings.

Joining the meeting by telephone were Kelly Frazier, Staff Attorney; Alvin Scott, Bob Helmbrecht, and Tim Jensen, Freeman Fertilizer Co. customers.

Warehouse

1. GD01-001 IN THE MATTER OF THE GRAIN DEALER'S AND PUBLIC WAREHOUSE LICENSES OF FREEMAN FERTILIZER CO., INC. DBA MCCOOK FEED AND FERTILIZER. (Transportation/Warehouse Director: Bob Knadle. Staff Attorney: Kelly Frazier.)

Mr. Knadle explained the bidding process with the highest bidder taking the entire inventory of each category of grain. Before the grain is removed, a deposit of 50% of the bid price times the estimated bushels for each category of grain must be submitted to the Commission. There will be no additional charge for loading out the grain which must be out of the Canistota facility by June 8, 2001. There were six bids submitted.

The high bidders were:


Hanson County Grain Store, LLC Mixed corn and soybeans: $2.25 per bushel
Hanson County Grain Store, LLC Oats $1.31 per bushel
FreMar Farmers Cooperative Soybeans $4.12 per bushel
Hanson County Grain Store, LLC Corn $1.51 per bushel

Mr. Frazier recommended that the high bids be accepted.

Chairman Burg moved to accept the bids as noted above for the liquidation of the inventory of McCook Feed and Fertilizer. Commissioner Nelson seconded. Motion passed 2-0.
