MINUTES OF THE AD HOC MEETING

Chairman Jim Burg called the meeting to order. Present were Commissioner Pam Nelson, Commissioner Laska Schoenfelder, Executive Director Bill Bullard, Commission Counsel Rolayne Ailts Wiest, Commission Advisor Greg Rislov, Staff Attorneys Karen Cremer and Camron Hoseck, Utility Analysts Dave Jacobson, Keith Senger, Michele Farris and Heather Forney and Administrative Secretary Shirleen Fugitt.

Also present were Neil Fulton, Scott Wilensky, Al Krug and Jim Wilcox, Northern States Power and Bob Miller, South Dakota Electric Utility Companies.

Joining the meeting by phone was Marv Sorenson, MidAmerican Energy.

1. EL99-021 IN THE MATTER OF THE PETITION FILED BY NORTHERN STATES POWER COMPANY FOR APPROVAL OF THE INCLUSION OF FINANCIAL INCENTIVES IN ITS FUEL CLAUSE. (Staff Analyst: Heather Forney. Staff Attorney: Camron Hoseck.)

Scott Wilensky, attorney for Northern States Power, explained the petition and noted that the company is seeking interpretation of the Commission's statute. Mr. Hoseck argued on behalf of Commission Staff that what NSP proposes is not possible under the current statute. Commissioner questioning followed.

The meeting was adjourned at 2:30 p.m.
