South Dakota Public Utilities Commission Meeting

MINUTES OF THE AD HOC MEETING

Chairman Jim Burg called the meeting to order. Present were Commissioner Pam Nelson, Executive Director Bill Bullard, Deputy Executive Director Sue Cichos, General Counsel Rolayne Ailts Wiest, Commission Advisor Greg Rislov, Staff Attorneys Karen Cremer and Camron Hoseck, Telecommunications Analyst Harlan Best, Utility Analysts Bob Knadle and Dave Jacobson, Consumer Representative Leni Healy, Legal Intern Jeff Koerselman and Administrative Secretary Shirleen Fugitt.

Also present was Lori Grode, Pierre Court Reporting.

Joining the meeting by phone were Commissioner Laska Schoenfelder; Bill Haas, McLeod USA; Colleen Sevold, U S WEST; and complainants Nancy Manning and Elizabeth Frederick from Rapid City, South Dakota.

Consumer Issues

1. CT99-005 IN THE MATTER OF THE COMPLAINT FILED BY NANCY MANNING AND ELIZABETH FREDERICK, RAPID CITY, SOUTH DAKOTA, AGAINST U S WEST COMMUNICATIONS, INC. AND MCLEODUSA TELECOMMUNICATIONS SERVICES, INC. REGARDING THE INABILITY TO PROVIDE SERVICE. (Legal Intern: Jeff Koerselman. Consumer Representative: Leni Healy.)

Nancy Manning and Elizabeth Frederick explained the complaint. Bill Haas, McLeod USA, addressed the complaint. Colleen Sevold, U S WEST Communications, stated that because the complainants are customers of McLeod USA, she believes the complaint is not against U S WEST. Ms. Wiest recommended finding probable cause.

Chairman Burg moved to find probable cause. Commissioner Nelson seconded and Commissioner Schoenfelder concurred. Motion passed 3-0.

The meeting was adjourned.
