MINUTES OF THE AD HOC MEETING


Chairman Jim Burg called the meeting to order at 10:00 a.m. Present were Commissioner Laska Schoenfelder, Executive Director Bill Bullard, General Counsel Rolayne Ailts Wiest, Staff Attorney Karen Cremer, Engineer Martin Bettmann, Utility Analyst Bob Knadle, Consumer Representative Leni Healy, Business Manager Sue Cichos and Administrative Secretary Shirleen Fugitt. Commissioner Pam Nelson was absent.

Also present were Doug Eidahl, South Dakota Rural Electric Association; Dave Gerdes and Jim Wilcox, Northern States Power.

Joining the meeting by phone were Suzan Stewart, MidAmerican Energy; Robert Marmet, Dakota Telecommunications Group; Jennifer Erickson, Pam Natural Gas; John Gors, Clay Union Electric; and Martin Weeks, City of Vermillion.

Natural Gas


1. NG97-021 IN THE MATTER OF THE APPLICATION FOR AN ORDER ESTABLISHING A NATURAL GAS LOCAL DISTRIBUTION UTILITY, AND TO ESTABLISH INITIAL NATURAL GAS TRANSPORTATION RATES FOR NORTHERN STATES POWER COMPANY. (Staff Analyst: Bob Knadle. Staff Attorney: Karen Cremer.)

Suzan Stewart explained the request for intervention by MidAmerican Energy. Dave Gerdes representing Northern States Power stated that the intervention should be limited to policy issues only. Ms. Cremer recommended granting the intervention without limitations. Ms. Wiest recommended the same.

Commissioner Schoenfelder moved to grant intervention without limitations to MidAmerican Energy. Chairman Burg seconded. Commissioner Nelson was absent and not voting. Motion passed 2-0.

Jennifer Erickson explained the request by Pam Natural Gas for intervention. Dave Gerdes representing Northern States Power stated that the intervention should be limited to policy issues only. Ms. Cremer recommended granting intervention without limitations. Ms. Wiest recommended the same.

Chairman Burg moved to grant intervention without limitations to Pam Natural Gas. Motion died for lack of a second.

Commissioner Schoenfelder moved to grant intervention limited to transportation tariffs. Motion died for lack of a second.

The Executive Director will set a procedural schedule in this matter. Action was deferred.


Electricity


1. EL97-020 IN THE MATTER OF THE APPLICATION OF THE CITY OF VERMILLION FOR DETERMINATION OF PURCHASE PRICE OF ELECTRIC FACILITIES IN ANNEXED AREAS. (Staff Analyst: Bob Knadle. Staff Attorney: Karen Cremer.)

Martin Weeks, City of Vermillion, explained the application. John Gors, representing Clay Union Electric, addressed the application. Ms. Cremer recommended issuing an Order to Show Cause. Action was deferred.

The meeting was adjourned.
