1.     TC19-046     In the Matter of the Application of Combined Public Communications, LLC for Certificate of Authority to Provide Interexchange Long Distance Services as an Alternative Operator Service (Staff Analyst: Joseph Rezac; Staff Attorney: Amanda Reiss)

On September 10, 2019, the Commission received a filing from Combined Public Communications, LLC (Combined Public) requesting a Certificate of Authority to Provide Interexchange Long Distance Services as an Alternative Operator Service. On October 15, 2019, Combined Public responded to staff’s data request.

     TODAY, shall the Commission grant Combined Public Communications, LLC a Certificate of Authority to provide interexchange long distance services as an alternative operator service?

1.     EL19-019     In the Matter of the Petition of Northern States Power Company dba Xcel Energy for Approval of Its 2018 Demand Side Management Report and 2020 Proposed Demand Side Management Plan (Staff Analyst: Eric Paulson; Staff Attorney: Kristen Edwards)

On May 1, 2019, the Commission received a Petition from Northern States Power Company dba Xcel Energy (Xcel) requesting approval of the 2018 Demand Side Management (DSM) Status Report and 2020 DSM Plan. Specifically, Xcel requests approval of its 2018 DSM Tracker account, the incentive earned for 2018 program performance, the proposed 2020 DSM Cost Adjustment Factor of $0.000475 per kWh, and the proposed DSM Plan for 2020. On September 18 and November 5, 2019, Xcel filed updated Petitions and revisions to the proposed 2020 DSM Plan and revised the proposed 2020 DSM Cost Adjustment Factor from $0.000475 per kWh to $0.000477 per kWh. Xcel requests an effective date of January 1, 2020, for the DSM Cost Adjustment Factor.

     TODAY, shall the Commission approve Xcel’s 2018 Demand Side Management Status Report and tracker account, the performance incentive earned for 2018, the proposed 2020 Demand Side Management Plan, and the proposed 2020 Demand Side Management Cost Adjustment Factor of $0.000477 per kWh with a January 1, 2020, effective date?

2.     EL19-032     In the Matter of the Petition of Northern States Power Company dba Xcel Energy for Approval of Its 2020 Transmission Cost Recovery Eligibility and Rate Adjustment (Staff Analysts: Brittany Mehlhaff, Patrick Steffensen; Staff Attorney: Kristen Edwards)

On August 30, 2019, the Commission received a petition from Northern States Power Company dba Xcel Energy (Xcel) for approval of its 2020 Transmission Cost Recovery (TCR) Rider, TCR rate factor, and tracker account report. For 2020, Xcel proposes recovery of the South Dakota jurisdictional portion of the revenue requirements related to 19 transmission projects located throughout its service territory. Xcel proposes to include four new projects for 2020. Xcel proposes to recover $6.5 million associated with these projects for the 2020 calendar year. Included in the $6.5 million figure is the 2019 over-collection balance of $737,588. The total of the transmission investment costs and the tracker balance results in an average bill impact of $2.24 per month for a typical residential electric customer using 750 kWh per month. This is a decrease of $0.04 per month from the current TCR Rider recovery. Xcel proposes to implement a rate of $0.002986 per kWh applied to all energy billed to each customer class beginning January 1 through December 31, 2020. This represents a decrease of $0.000051 from the existing rate of $0.003037 per kWh. Xcel is expected to file an updated 2020 TCR Rider, TCR rate factor, and tracker account report on or before December 6, 2019.

     TODAY, shall the Commission approve the updated Transmission Cost Recovery rate factor and updated tariff sheet with an effective date of January 1, 2020?

3.     EL19-035     In the Matter of the Petition of Northern States Power Company dba Xcel Energy for Approval of Its 2020 Infrastructure Rider Project Eligibility and Factor Update (Staff Analyst: Joseph Rezac; Staff Attorney: Kristen Edwards)

On October 1, 2019, the Commission received a Petition by Northern States Power Company dba Xcel Energy (Xcel) for approval of its 2020 Infrastructure Rider Project Eligibility and Factor Update. Xcel requests approval of project eligibility for one project included in the Settlement Agreement Exhibit C not already included in the rider, project eligibility for two additional wind projects consistent with SDCL 49-34A-73 and the Settlement Stipulation in Docket GE17-003, the Infrastructure Rider Tracker Report and true-up for the 2019 revenue requirements, 2020 Infrastructure Rider revenue requirements of $19.3 million, an updated Infrastructure Rider Adjustment Factor of $0.008873, proposed revisions to the Infrastructure Rider tariff sheet, and proposed customer notice. Xcel proposes a January 1, 2020, effective date. Xcel states the average bill impact for a residential customer using 750 kWh per month will be an estimated $6.65, a $1.51 increase over the 2019 rate.

     TODAY, shall the Commission approve the proposed projects as eligible for recovery and approve the Infrastructure Rider Adjustment factor of $0.008873 per kWh and revised tariff sheet with an effective date of January 1, 2020?

Announcements

  1. Commissioners and staff will meet with representatives of the Clean Grid Alliance on Thursday, December 12, 2019, at 1:00 p.m. CST, telephonically in Room 413 at the State Capitol Building, Pierre, South Dakota. The agenda is to discuss MISO market reforms, interconnection and transmission planning, and other MISO activities.

  2. The next regular commission meeting will be Friday, December 20, 2019, at 9:30 a.m. CST in Room 413 at the State Capitol Building, Pierre, South Dakota.

  3. The PUC office will be closed December 23-25, 2019, in observance of the Christmas holiday.

  4. The PUC office will be closed Wednesday, January 1, 2020, in observance of the New Year holiday.

  5. Commission meetings are scheduled for January 7 and 21, 2020.
