Electric

1.     EL16-032     In the Matter of the Petition of Northern States Power Company dba Xcel Energy for Approval of its 2017 Infrastructure Rider Project Eligibility and Factor Update (Staff Analysts: Brittany Mehlhaff, Joseph Rezac; Staff Attorney: Amanda Reiss)

On September 30, 2016, the Commission received a petition from Northern States Power Company dba Xcel Energy (Xcel) for approval of its 2017 Infrastructure Rider project eligibility, revised adjustment factor, and tracker account report. Xcel requests approval of project eligibility for two projects included in the Docket EL14-058 Settlement Agreement Exhibit C not already included in the rider, project eligibility of five additional projects, the Infrastructure Rider Tracker Report and true-up for the 2016 revenue requirements of approved project investment and the proposed newly added projects, 2017 Infrastructure Rider revenue requirements of $11.2 million, an updated Infrastructure Rider Adjustment Factor of $0.005332 per kWh, proposed revision to the Infrastructure Rider tariff sheet, and proposed customer notice. Xcel proposes a January 1, 2017, effective date. Xcel states the average bill impact for a residential customer using 750 kWh per month will be increased to $4.00 per month compared to the current average residential bill impact of $3.64 per month under the current rate.

     TODAY, shall the Commission approve the proposed projects as eligible for recovery and approve the Infrastructure Rider Adjustment Factor of $0.005332 per kWh and revised tariff sheet with an effective date of January 1, 2017?

2.     EL16-039     In the Matter of the Application of Black Hills Power, Inc. dba Black Hills Energy for Approval to Extend the Filing Date of its Vegetation Management Annual Report (Staff Analysts: Brittany Mehlhaff, Patrick Steffensen; Staff Attorney: Kristen Edwards)

On December 12, 2016, Black Hills Power, Inc. dba Black Hills Energy (BHP) filed with the Commission an application for approval to extend the filing date of its vegetation management annual report to April 30, 2017. Per the Settlement Stipulation in EL12-061, BHP is required to provide an annual report by December 31 of each year to outline the progress made on the overall five-year plan and update the forecast for the remaining years based on actual progress to date. BHP states that due to an estimated 2017 trim cycle completion, BHP believes that it would be in the benefit of both the Company and the Commission to delay its December filing requirement until April 30, 2017.

     TODAY, shall the Commission approve Black Hills Power, Inc. dba Black Hills Energy’s request for an extension to file its annual report until April 30, 2017?

Gas and Electric

1.     GE16-004     In the Matter of the Filing by MidAmerican Energy Company for the Approval of Its Proposed Energy Efficiency Plan for 2017 (Staff Analyst: Darren Kearney; Staff Attorney: Amanda Reiss)

On November 14, 2016, the Commission received a filing from MidAmerican Energy Company (MidAmerican) that included the company’s proposed Energy Efficiency Plan (EEP) for 2017. Specifically, MidAmerican requested the Commission approve the following modifications to its EEP for 2017: 1) the inclusion of furnaces and ground source heat pumps in the residential gas and electric equipment programs, with rebates set at 2016 EEP levels, and the associated budget changes, and 2) an increase in the nonresidential gas and electric equipment program budgets for furnaces and lighting, with rebates set at 2016 EEP levels.

     TODAY, shall the Commission approve the requested modifications to MidAmerican Energy Company’s 2017 Energy Efficiency Plan?

2.     GE16-005     In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval of 2017 South Dakota Demand Side Management Plan (Staff Analysts: Darren Kearney, Jon Thurber; Staff Attorney: Amanda Reiss)

On November 18, 2016, NorthWestern Corporation dba NorthWestern Energy (NWE) filed to revise its Demand Side Management (DSM) for 2017. Specifically, NWE requests that the Commission approve the Company’s proposed modifications to its 2017 DSM Plan and budgets. Further, NWE requests that the Commission approve the revised gas and electric Energy Efficiency Adjustment rates and tariff sheets, that account for a true-up of tracker account balances and the 2017 DSM Plan proposed budgets, with an effective date of January 1, 2017. On December 13, 2016, Commission Staff filed a letter requesting that the Commission suspend the 2017 DSM plan until March 1, 2017, and leave the current Energy Efficiency Adjustment rates in effect until otherwise ordered by the Commission.

     TODAY, shall the Commission suspend NorthWestern Energy’s proposed 2017 DSM Plan effective date until March 1, 2017, and authorize the current gas and electric Energy Efficiency Adjustment rates to remain in effect until otherwise ordered by the Commission? OR, how shall the Commission proceed?
