Electric

1.     EL16-018     In the Matter of the Petition of Northern States Power Company dba Xcel Energy for Approval of Its 2015 Demand Side Management Report and 2017 Proposed Demand Side Management Plan (Staff Analyst: Darren Kearney; Staff Attorney: Amanda Reiss)

On April 29, 2016, the Commission received a Petition from Northern States Power Company dba Xcel Energy (Xcel) requesting approval of the 2015 Demand Side Management (DSM) Status Report and 2017 DSM Plan. Specifically, Xcel requests approval of the Company’s 2015 DSM Tracker account, the incentive earned for 2015 program performance, the proposed 2017 DSM Cost Adjustment Factor of $0.000507 per kWh, and the proposed DSM Plan for 2017. Xcel requests an effective date of January 1, 2017, for the DSM Cost Adjustment Factor. At the Commission meeting held on November 22, 2016, the Commission found that the Ground Source Heat Pump program was not cost effective and voted to remove the program from the 2017 DSM Plan and update the 2017 DSM Cost Adjustment Factor accordingly. The Commission then deferred final decision on this matter until the December 6, 2016, Commission Meeting.

     TODAY, shall the Commission approve the Company’s 2015 DSM Status Report and tracker account, the performance incentive earned for 2015, the proposed 2017 DSM Plan with the exclusion of Ground Source Heat Pumps, and the proposed 2017 DSM Cost Adjustment Factor (as adjusted for the removal of Ground Source Heat Pumps) with a January 1, 2017, effective date?

2.     EL16-031      In the Matter of the Petition of Northern States Power Company dba Xcel Energy for Approval of its 2017 Transmission Cost Recovery Eligibility and Rate Adjustment (Staff Analysts: Patrick Steffensen, Lorena Reichert; Staff Attorney: Kristen Edwards)

On September 1, 2016, the Commission received a petition from Northern States Power Company dba Xcel Energy (Xcel) for approval of its 2017 Transmission Cost Recovery (TCR) Rider, TCR rate factor, and tracker account report. For 2017, Xcel proposes recovery of the South Dakota jurisdictional portion of the revenue requirements related to 16 transmission projects located throughout its service territory. Xcel does not propose to include any new projects for 2017. Xcel proposes to recover $8.01 million associated with these projects for the 2017 calendar year. Included in the $8.01 million figure is the 2016 under-collection balance of $851,543. The total of the transmission investment costs and the tracker balance results in an average bill impact of $2.85 per month for a typical residential electric customer using 750 kWh per month. This is an increase of $0.83 per month from the current TCR Rider recovery. Xcel proposes to implement a rate of $0.003797 per kWh applied to all energy billed to each customer class beginning January 1, 2017, through December 31, 2017. This represents an increase of $0.001109 from the existing rate of $0.002688 per kWh.

     TODAY, shall the Commission approve the TCR rate factor and revised tariff sheet with an effective date of January 1, 2017?

3.     EL16-033      In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval of Tariff Revisions regarding its Customer Data Privacy Policy (Staff Analyst: Jon Thurber; Staff Attorney: Amanda Reiss)

On October 5, 2016, the Commission received a filing by NorthWestern Corporation dba NorthWestern Energy (NorthWestern) for approval of tariff revisions regarding the management and protection of customer data. NorthWestern requests that the Customer Data Privacy Tariffs be inserted in Section 5, General Terms and Conditions, of its South Dakota Electric Rate Schedule. On November 1, 2016, NorthWestern responded to staff’s data request. 

     TODAY, shall the Commission approve the tariff revisions with a January 1, 2017, effective date? 

4.     EL16-036      In the Matter of the Joint Request for Service Rights Exception between Lake Region Electric Association, Inc. and Otter Tail Power Company (Staff Analyst: Joseph Rezac; Staff Attorney: Amanda Reiss)

On November 8, 2016, the Commission received a Joint Request for Service Rights Exception between Lake Region Electric Association, Inc. (Lake Region) and Otter Tail Power Company (Otter Tail). Lake Region was contacted by a customer to provide single-phase residential service to a location that resides in Otter Tail’s service territory. It would be cost prohibitive for Otter Tail to extend service to this location. The requested Service Rights Exception is for single-phase power to this location and is not a service territory exchange with all future projects in this area being subject to discussions with Otter Tail on a case-by-case basis.

     TODAY, shall the Commission approve the requested service rights exception between Lake Region Electric Association, Inc. and Otter Tail Power Company?

Natural Gas

1.     NG16-012     In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval of Tariff Revisions regarding its Customer Data Privacy Policy (Staff Analyst: Jon Thurber; Staff Attorney: Amanda Reiss)

On October 5, 2016, the Commission received a filing by NorthWestern Corporation dba NorthWestern Energy (NorthWestern) for approval of tariff revisions regarding the management and protection of customer data. NorthWestern requests that the Customer Data Privacy Tariffs be inserted in Section 5, General Terms and Conditions, of its South Dakota Gas Rate Schedule. On November 1, 2016, NorthWestern responded to staff’s data request. 

     TODAY, shall the Commission approve the tariff revisions with a January 1, 2017, effective date?     

2.     NG16-013     In the Matter of the Filing by MidAmerican Energy Company for Approval of Continuation of the Incentive Gas Supply Procurement Plan (Staff Analyst: Eric Paulson; Staff Attorney: Kristen Edwards)

On November 7, 2016, the Commission received a filing from MidAmerican Energy Company (MidAmerican). This filing is for approval of the continuation of the Incentive Gas Supply Procurement Plan (IGSPP). This program was initially approved for a three-year term in 1995 and was again approved for three-year terms with modifications in 1999 and 2002. The plan was also approved for a five-year term without modifications in 2005 and the plan was also approved for three-year terms without modifications in 2010, and most recently in 2013. This filing proposes to continue the current structure of the IGSPP, without modifications from the IGSPP currently in place, for a period of three years beginning November 1, 2016, through October 31, 2019. MidAmerican seeks an effective date of November 1, 2016.

     TODAY, shall the Commission approve the continuation of MidAmerican’s Incentive Gas Supply Procurement Plan without modification?

  2. Commissioners and staff will attend the South Dakota Telecommunications Association/Public Utilities Commission Biannual Forum on December 8-9, 2016, at the Hilton Garden Inn Sioux Falls Downtown, Sioux Falls, S.D.

  3. Commissioners and staff will meet with representatives of the South Dakota Electric Utility Companies on Monday, December 12, 2016, at noon CST at the Associated General Contractors conference room, 300 E. Capitol Ave., Pierre, S.D. The agenda is to discuss company updates.
