Telecommunications

1. TC97-160 IN THE MATTER OF THE APPLICATION OF STERLING INTERNATIONAL FUNDING, INC. D/B/A RECONEX FOR A CERTIFICATE OF AUTHORITY TO PROVIDE LOCAL EXCHANGE TELECOMMUNICATIONS SERVICES IN SOUTH DAKOTA. (Staff Analyst: Kylie Tracy. Staff Attorney: Karen Cremer.)

On September 24, 1997, Sterling International Funding, Inc. filed for a Certificate of Authority to provide local exchange services in South Dakota. "Petitioner, Sterling International Funding, d/b/a ReconexTM is affiliated with Ameritel Corporation, a residential dial tone service provider which has been operating since 1992. As the leader in the prepaid dial tone industry, Applicant and its affiliate, have provided high quality local exchange service to thousands of customers. Reconex is an alternative telephone company primarily furnishing prepaid local dial tone service to individuals who have had their telephone disconnected, have voluntarily left their local exchange provider, or for money management reasons prefer to address their local calling needs in a prepaid fashion at a set fee, which represents their bottom line cost. Applicant proposes to offer service in the area and exchanges currently being served by the existing incumbent local exchange carrier, U S WEST."

TODAY, shall the Commission grant a Certificate of Authority to Sterling International Funding, Inc. d/b/a Reconex?

2. TC98-140 IN THE MATTER OF THE FILING BY U S WEST COMMUNICATIONS, INC., FOR APPROVAL OF AGREEMENT FOR SERVICE RESALE BETWEEN KNIGHT COMMUNICATIONS, INC. AND U S WEST COMMUNICATIONS, INC. (Staff Attorney: Karen Cremer.)

On July 29, 1998, U S WEST Communications filed a negotiated Agreement For Service Resale Between Knight Communications, Inc. and U S WEST Communications, Inc.

TODAY, shall the Commission approve the agreement?

3. TC98-157 IN THE MATTER OF THE COMPLAINT FILED BY KAREN M. ERICKSON, ABERDEEN, SOUTH DAKOTA, AGAINST MCLEOD USA TELECOMMUNICATIONS SERVICES, INC. REGARDING UNACCEPTABLE SERVICES. (Staff Attorney: Karen Cremer. Consumer Representative: Leni Healy.)

On September 2, 1998, the Commission received a complaint by Karen Erickson against McLeodUSA Telecommunications Services, Inc. regarding unacceptable services. Complainant alleges that on April 27, 1998, telephone service was requested to be installed at Complainant's residence on May 1, 1998. Service was not provided until May 20, 1998. The Complainant requests $185 for switching fees, $200 for emotional stress, and payment of cellular service."

TODAY, does the Commission find probable cause of an unlawful or unreasonable act, rate, practice or omission to go forward with this complaint and serve it upon the Respondent?

Natural Gas

1. NG98-009 IN THE MATTER OF THE FILING BY MIDAMERICAN ENERGY COMPANY FOR APPROVAL OF TARIFF EXTENSION FOR RECOVERY OF IGSPP PROGRAM. (Staff Analyst: Dave Jacobson. Staff Attorney: Karen Cremer.)

On October 15, 1998, MidAmerican Energy Company (MidAmerican), filed for approval of tariff extension for recovery of an Incentive Gas Supply Procurement Program (IGSPP) program. MidAmerican Energy Company received approval from the Commission to implement the IGSPP on November 8, 1995, in Docket No. NG95-006. MidAmerican is asking the Commission to extend the IGSPP tariff adjustment for billing through October 31, 1999. This extension of the tariff period will allow the remaining last two periods of the IGSPP programs approved in Docket No. NG95-006.

TODAY, shall the Commission approve the tariff extension?
