NG12-004     In the Matter of the Filing by NorthWestern Corporation dba NorthWestern Energy for Approval of an Amendment to a Contract with Deviations with Associated Milk Producers, Inc. (AMPI)

On June 27, 2012, the Commission received a filing by NorthWestern Corporation dba NorthWestern Energy for approval of an Amendment to a Contract with Deviations with Associated Milk Producers, Inc. (AMPI). Currently, NorthWestern Energy provides sales service to AMPI with a deviation from the tariffed rate to recover specific pipeline costs. AMPI has contracted for gas supply with a third party and now requests to be served transportation service in lieu of sales service. The proposed amendment will facilitate this request.

On June 26, 2012, the Commission received a complaint filed by the Montana-Dakota Utilities Co. (MDU), Rapid City, South Dakota, against Excavating Specialists, Rapid City, South Dakota, in Rapid City, South Dakota. MDU alleges Excavating Specialists violated One Call statutes by not having a valid locate at the point of damage. The excavation area was not specified on the locate request.

TELECOMMUNICATIONS

TC12-100     In the Matter of the filing for approval of the Amendment to the Interconnection Agreement between Qwest Corporation dba CenturyLink QC and McLeodUSA Telecommunications Services, Inc. dab PAETEC Business Services dba Windstream Communications for the State of South Dakota  

On June 21, 2012, the Commission received a filing from Qwest Corporation dba CenturyLink QC (CenturyLink) for approval of an amendment to an Interconnection Agreement between CenturyLink and McLeodUSA Telecommunications Services, Inc. dba PAETEC Business Services dba Windstream Communications for the State of South Dakota.  Any party wishing to comment may do so by filing written comments with the Commission and the parties to the Amendment no later than July 11, 2012.  Parties to the Amendment may file written responses to the comments no later than twenty days after the service of the initial comments.

TC12-101     In the Matter of the Filing by MCImetro Access Transmission Services LLC dba Verizon Access Transmission Services for Approval of Revisions to its Tariff No. 2 

On June 22, 2012, the Commission received a filing from Verizon Access Transmission Services (Verizon Access) for approval for its Tariff No. 2. The revised tariff pages in this filing reflect Verizon Access' implementation of the intercarrier compensation regime for certain VoIP-PSTN traffic, as modified by the FCC's Second Reconsideration Order ("Reconsideration Order"), released on April 25, 2012. In accordance with the effective date of that decision, the tariff revisions will take effect July 13, 2012.

TC12-102     In the Matter of the Filing by Midstate Telecom Service, Inc. for Approval of Revisions to its Tariff No. 2 

On June 22, 2012, the Commission received a filing from Midstate Telecom, Inc. ("Midstate") for approval of revisions to its Access Service Tariff No. 2. This filing is the first step in implementing the "Transitional Intrastate Access Service" reductions mandated by the Federal Communication Commission's November 18, 2011, Report and Order and Further Notice of Proposed Rulemaking in WC Docket Nos. 10-90, etc. (FCC 11-161). Midstate requests an effective date for this revision of July 1, 2012.
