U S WEST proposes this charge be effective upon installation of the necessary facilities to offer the service."

U S WEST Communications filed a tariff to implement a Surcharge For Elimination Of Message Telecommunication Service (MTS) Charges. "Sioux Falls customers are assessed $0.17 per flat rated access line for elimination of MTS charges between Sioux Falls and Dell Rapids and Sioux Falls and Colton." U S WEST proposes this charge be effective upon installation of the necessary facilities to offer the service.
