Submitting Public Comments

The South Dakota Public Utilities Commission welcomes public comments related to the proposed Keystone XL Pipeline project.

Public Comments
Members of the public who have comments or questions about the proposed Keystone XL Pipeline project are encouraged to relay their written messages to the PUC. Informal public comments are filed in the docket and will be reviewed and considered by the Commissioners and staff. The public comments are publicly available and accessible from the Keystone XL Pipeline docket HP09-001 under the "Public Comments and Responses" section.

Public comments sent to the PUC should include the commenter's full name and mailing address as well as their e-mail address and phone number, if available. There are several ways public comments can be submitted:

  • E-mail to puc@state.sd.us
  • Send by U.S. mail or commercial courier to S.D. PUC, 500 E. Capitol Ave., Pierre, SD 57501.
  • Fax, toll-free, to 1-866-757-6031
  • Hand deliver to S.D. PUC, Suite 120, State Capitol Building, 500 E. Capitol Ave., Pierre, S.D.

Formal Docket Filings by Intervenors and Other Parties
Persons who are parties to the Keystone XL Pipeline docket, including intervenor parties, should use the PUC's online docket filing form to submit their pleadings, motions and other formal case documents. Formal docket filings may also be made by U.S. mail, commercial courier, hand delivery or fax at the above address or fax number. Persons who are formal intervenor parties to the docket are also welcome to submit informal public comments if they like, but such public comments will not be evidence in the case unless admitted into evidence at the formal hearing.
